Bown Crossing's Last Empty Lot Finally Filled In, and Nobody Expected a Dentist's Office

What do you get after a Boise developer spends the better part of a decade working to develop a single corner lot in Bown Crossing? An ice cream counter, a dentist's office, and an H&R Block.

If you've walked or driven past the corner of Bown Way and ParkCenter Boulevard lately, you've seen the answer without knowing the question. That stretch of pavement sat empty or half-built for years while proposals for the lot moved through city review. Now it's finished, and it's the least dramatic thing on the block. Meanwhile, one address over, the part of Bown Crossing everyone actually talks about, the restaurant row, has been quietly turning over the whole time, and a brand-new gift shop just opened its doors last month.

The Corner That Wouldn't Cooperate

Bown Crossing's shopping center opened in stages starting in the late 2000s, and for most of its life it had one loose end: a narrow lot between the main retail buildings and the Saint Alphonsus Health Clinic that developers kept trying, and failing, to fill. The building was first designated for a Westmark Credit Union branch. When that plan didn't pan out, a breakfast restaurant called Toast Bistro set its sights on the same corner. Neighbors and Saint Alphonsus pushed back hard, arguing the site didn't have enough parking to support a sit-down restaurant. In 2019, Boise City Council agreed and unanimously rejected the plan, which had asked for 14 parking spaces where the city's code called for 38. The developer came back later that year with a rezoning request instead of a parking variance, hoping a "pedestrian commercial" designation would solve the math. Then, well, 2020 happened, and the corner went quiet for years.

Westmark eventually moved its branch a mile away to Apple Street. Toast Bistro's plans fell apart along with it. It wasn't until October 2023 that construction crews finally broke ground on a scaled-down version of the building, a J-shaped structure just over 6,600 square feet with room for a small patio and 14 parking spaces, the same number that had been fought over for years.

What Actually Moved In

The final lineup included three tenants. Lovejoy's Real Ice Cream signed on first, opening a scoop shop in the southern end of the building. Lovejoy's had launched its original location in Meridian back in 2021 and picked Bown Crossing for its second, before adding a third shop in West Boise near Five Mile and Ustick in late 2025. Next to Lovejoy's went an H&R Block office, and at the northern end of the building, Pacific Dental Services moved in, operating locally under the Emerald Smiles and Dentists of Boise names.

The Real Turnover Is Happening Next Door

While that corner sat in limbo, restaurants at Bown Crossing continued changing in existing spaces. Locavore, which had anchored a spot near Bown Way and Riverwalk Drive for 12 years, closed its doors, and Nara Ramen & Izakaya moved into the space in early 2023, bringing a menu of a dozen ramen styles, from black garlic tonkotsu to shoyu, along with gyoza, takoyaki, and boba. It's the fourth location for the small Idaho and North Dakota chain, which also runs a spot on State Street in Boise and another in Twin Falls.

Barrio, a taco and tequila bar, opened around the same stretch of time at 3073 South Bown Way, just down from Nara. Together they joined a lineup that already included the Tavern at Bown Crossing, Boise Fry Co., and Flatbread, giving the retail core at Bown and Riverwalk a denser food scene than it's had in years, all without a single new building going up. That's the part of Bown Crossing that changes constantly. The buildings stay put. The names on the door don't.

The Newest Name on Bown Way Isn't Food

The latest addition skips food entirely. According to BoiseDev, Colette, a gift boutique at 3122 South Bown Way, opened in August. Anne Dunlap runs the shop and named it after her daughter. Inside, the shelves mix candles and organic skincare with French toys, jewelry, and pieces from local Idaho makers, with prices running from $12 gift items up to $100 heirloom cutting boards from a local Idaho maker.

It's a small addition, but it fits a pattern. Every recent opening in Bown Crossing, Nara, Barrio, and now Colette, has been independently owned rather than a national chain slotting into an existing space. The one corner that did bring in more recognizable names, Pacific Dental and H&R Block, is also the one corner that took the better part of a decade to get built at all.

What's Actually Open Along Bown Way Right Now

If you haven't walked the whole stretch lately, here's the current lineup between the two ends of the development:

  • Nara Ramen & Izakaya, ramen and sushi in the former Locavore space
  • Barrio, tacos and tequila
  • The Tavern at Bown Crossing, Boise Fry Co., and Flatbread, the longtime anchors
  • Colette, gifts and goods from independent makers
  • Lovejoy's Real Ice Cream, small-batch flavors made in-house
  • Pacific Dental Services and H&R Block, rounding out the final building

What This Settles for Bown Crossing

The headline here isn't any single opening. It's that the fight over the last lot is over. Bown Crossing was built out in phases over more than fifteen years, and this corner was the one piece that kept stalling. Now that it's finished, there's no more raw land left in the development to argue about. The next changes in this pocket of Southeast Boise may be which restaurant lease comes up next or which storefront changes hands, continuing the ordinary turnover that has brought Bown Crossing a ramen bar, a taco spot, and a gift shop.

If you've lived near Bown Crossing for a while, you already know the neighborhood rewards patience, the years-long fight over one lot is proof of that. If you're weighing whether a place like this fits how you actually want to spend your evenings, from a scoop of Lovejoy's after dinner at Nara to browsing Colette on a Saturday, that's exactly the kind of on-the-ground read Glenda Phua can walk you through, corner by corner, before you ever put in an offer.
